Wheat Systems Integration Names Tod Balsbaugh to Serve as Chief Executive Officer
RICHMOND, VA, February 4, 2008 – Wheat Systems Integration announced today that Deborah Wheat, President, has named Tod Balsbaugh to serve as the company’s new Chief Executive Officer.
Balsbaugh, 62, served as Executive Director of the Virginia Home for Boys and Girls for twenty-seven years before stepping down at the end of 2004 to become Director of External Affairs. During his thirty-seven year tenure he oversaw the addition and expansion of new programs and services, such as the Youth Emergency Shelter, the John G. Wood School, and the Pathfinder Independent Living Program, as well as the construction of twelve new buildings and facilities. During his leadership the endowment grew from $700,000 to $25 million dollars. In addition, Balsbaugh oversaw a fundamental overhaul of the Home’s operational structure by personally initiating the transition from the Personal Responsibility model to the Teaching Family model, in which residents live together in small family groups with the guidance of Teaching Parents to learn survival and communication skills. Outside of his professional responsibilities, he continues to be active with alumni, many of which are his close friends.

Wheat Systems Integration has been the technology provider of the Virginia Home for Boys and Girls since 2001. Balsbaugh was pleased with the range of services offered, reduced fees for non-profit organizations, and prompt response time concerning their day-to-day technology and telecom needs, as well as their collaboration with the Home on an expansion project that involved complete rewiring of more than half of the campus. Consequently, when he was offered the opportunity to take a leadership role with Wheat Systems Integration after retiring from the Home, he accepted.
Balsbaugh will replace Warren Wheat, who will transition to the role of Chief Technology Officer. variety of clients in both the public and private sectors. Wheat Systems Integration has grown in sales volume by approximately 100 percent each consecutive year since 2001. After experiencing steady annual growth in the private sector, the company expanded to include serving municipalities, libraries, and school systems. Balsbaugh was responsible for establishing the John G. Wood School that serves alternative students on the campus of the Virginia Home for Boys and Girls, and his professional expertise will be invaluable in assisting non-profit organizations and school systems through the Universal Service Administrative Company’s E-Rate program which provides financial support to schools and libraries throughout the United States. Growth of the company is expected to continue at an equivalent or higher rate under Balsbaugh’s leadership.
“Tod is not only a proven leader, but also a pillar of the Greater Richmond community,” said Warren Wheat. Balsbaugh, an alumnus of both the University of Richmond and Virginia Commonwealth University, has served as President of the Coalition for Residential Education, the Virginia Association of Children's Homes, the Virginia Association of Independent Specialized Education Facilities, the Virginia Association of Fund Raising Executives, and the Optimist Club of Richmond. He is currently active in the Innsbrook Rotary Club, the Leadership Metro Richmond Alumni, and the Omicron Delta Kappa National Leadership Society. He was formerly active with the Optimist Club of Richmond, the National and Virginia Planned Giving Council and the Virginia Association of Fund Raising Professionals (VAFRE). He was accorded VAFRE’s Nina Abady Award for Fund Raising Excellence in 1998.
